Sponsors are organizations or individuals who financially support schools or specific programs, while authorizers are responsible for evaluating and granting charters to schools. Management companies may be contracted to oversee the day-to-day operations of schools. These entities contribute to the success of schools serving at-risk students by providing resources, expertise, and guidance in areas such as curriculum development, teacher training, and financial management.

According to Instructional Leadership, School Improvement in 2021, many educators doubt the efficacy of (their) school improvement plans: According to a RAND survey, only 44% of teachers and 67% of principals believe school improvement plans change teaching practices. The average At-Risk School Leader is brought into their role with little onboarding or targeted support. Many quickly feel overwhelmed by their position and lack adequate support systems to address their challenges. Empowered Support is solving the Strategic Planning and School Leader Support Services for academic programs serving At-Risk Students/Communities (including Credit Recovery Programs).
